Reintroducing the Access Q™ Quota Leasing Service



IQMI is pleased to once again offer interested recreational stakeholders unprecedented access to quota for use in the Department of Fisheries and Oceans 2012 Halibut Experimental Recreational Fishery. We have again worked with commercial halibut fishers to create a virtual 'pool' of quota and to make it available to recreational stakeholders by fax, phone and over the Internet.

The service will be available to coincide with the start of the Experimental Recreational Halibut Fishery on 2012 April 1.


It's All About Access...


Recreational fishers moved more than 7,500 pounds of halibut quota through Access Q™ last year.

Across the board, customers shared their enthusiasm at how easy it was to lease quota and were clear in telling us how much they appreciated having the Access Q™ service available to them.

For those who took advantage of it, Access Q™ allowed them to legally fish as much halibut as they wanted, when they wanted. For some, this included fishing well into the months of October and November. Equally important, no recreational halibut fisher who leased quota through Access Q™ incurred significant risk or cost by having done so.

Because Access Q™ helped move quota in both directions - from commercial to recreational sector and vice versa - no recreational angler who leased quota through Access Q™ was left holding quota they did not want, or had not used. We were able to accommodate those who leased quota and then wanted to return their uncaught portion, and refund them the full base lease cost of their uncaught quota.

Most customers who used Access Q™ told us that they intend to use the service again. They also made it very clear that the ability to return their uncaught quota turned out to be at least as important to them as having access to quota in the first place.


2012 Recreational Halibut Fishing in British Columbia

For the 2012 season, the standard BC tidal water recreational licence allows the holder to retain one halibut per day, with two in possession. DFO has also announced the 2012 Halibut Experimental Recreational Fishery. Under this program, interested recreational stakeholders can hold an experimental licence that will allow them to lease halibut quota and fish beyond the limits of the standard recreational fishing licence.

Convenient...
To lease quota, start by browsing your way to IQMI.ca. If you forget where to find us, just look for the halibut ad appearing in newspapers and classified ads appearing this summer.

If you have a valid DFO experimental halibut licence and a valid credit card, you can lease the quota you need, any time you need it. When we have quota already in place, you won't need to go to the time and expense of searching for it. You can use Access Q™ to lease quota through any of three convenient channels - fax, phone or the Internet. And every customer sees the same weekly quota lease price up front.

Easy to use...
Provide us with some basic information online, over the phone or by using a simple form we provide, and then pay by credit card, cheque or bank transfer. The moment payment is received and funds are cleared, your transaction is completed and we provide you with a Provisional Record of Quota Lease. We then provide DFO with details of the quota to be transferred onto your experimental licence, at which point they validate and record it and send you an official licence amendment.

Access Q™ has been built on IQMI's proven Tx Engine™ technology - a secure, state-of-the-art, web-based platform that we have used to support quota trading and leasing since 2007. We have processed thousands of quota transactions over the years, securely and confidentially, and continue to do so as part of our core business.

From the beginning all of our work has been based, first and foremost, upon the principles of confidentiality and neutrality. Any personal information you provide to IQMI is needed to complete your transaction and is not shared with third parties beyond that. We are also a market-neutral service provider. We do not own quota or set its market value, nor do we ever take a position or have a stake in any quota transaction that we process. Whether facilitating quota transactions or managing a broad range of operational data and information for our customers, we also adhere to an established privacy policy.
